Tatyana Margolina

Tatyana Ivanovna Margolina, Psy.D., is the Commissioner for Human Rights in the Perm Region and is a professor at Perm State University

Biography

She was born 17/12/1951 in the city of Chusovoy, Perm District.

She then taught in the Department of Theoretical and Applied Psychology at Perm State Pedagogical Institute.
In 1997, she was chosen as the Chairman of the Committee for Education and Research in the city of Perm. In 1999, she was appointed as Deputy Mayor of the city of Perm, and from December of 2000 to February of 2005 she worked as the Vice-Governor of the Perm District.

She has managed issues related to social and youth policies, as well as education, culture, and children’s rights. She has based her work on partnerships and the distributed social responsibility of public organizations, government agencies, and businesses.

A set of competitions for social and cultural projects was recognized in 2003, receiving the winner’s certificate “Innovations in Regional and Local Governments, 2003” of the National Competition organized and carried out by the Federation Council Assembly of the Russian Federation and the State University of Management.

She supervised the development of a circuit of constructions in the region for children in foster homes. In February of 2005, Tatyana Ivanovna Margolina was appointed as the Commissioner for Human Rights in the Perm District, and in September of 2007 she was appointed as the Commissioner for Human Rights for the Perm Region.
Working as the Ombudsmen, Tatyana Ivanovna Margolina initiated the inclusion of the chapter “Individual and Citizen Rights and Freedoms” in the Regulations for the New Subject of the Russian Federation, Perm Region. She also initiated the development and ratification of the law “Regarding the Commissioner for Human Rights in the Perm Region,” and instituted the Commissioner for Children’s Rights position.

In 2008, she created the Government Chamber of the Commissioner for Human Rights in the Komi Territory of the Perm Region, and initiated increased restoration of justice to the region, as well as the practice of mediation in conflict resolution at the local level. Tatyana Ivanovna also assists with the development of civic society institutions in the region.

From 2006 to 2010, T. I. Margolina was Co-Chairman for the Human Rights Commissioner’s Steering Committee in Russia.
She lectures the courses “Defending Individual Rights in the Russian Federation”, “Conflict Studies,” and “The Social Responsibility of Businesses”.

She was awarded a 2nd class “Order for Merit to the Fatherland” medal, and holds the “Public Recognition” Honorary Sign of the Cavalier.

She is an Honorary Citizen of the city of Chusovoy.
