The long-term agenda for Russia development has been elaborated during Perm Forum along with specific proposals following which the society and the government could switch to "open access" mode. "The Moscow News" and the steering committee of VIII Perm Forum have initiated the preparation of slogans based on these recommendations. The project involved six groups of the second day of the forum: "Environment", "Media", "Education", "Politics and civil activism", "Culture" and "Economic reforms and entrepreneurship" headed by their moderators – Bulat Stolyarov, Vasily Gatov, Ilya Slutskiy, Svetlana Makovetskaya, Nikolay Novichkov and Sergei Aleksashenko respectively.
Each participant of VIII Perm Form had an opportunity to literally "join the slogan": appeals to do transparent business, to redistribute taxes, for fair competition, complication of cultures, etc. were placed in "bubbles" across the area of the forum.
